common-templates fixes for Gatherer and CoralProxies

  • Disabls ipc_proxy use with Gatherers (ADHI-4763)
  • Update command line arguments for CoralProxy to use dynamic port numbers
  • Configures CoralProxies to use LOG2ERS
  • coral-repository uses Online repo to support LD_PRELOAD for log2ers

All these changes were already tested at P1 with tdaq-09-00-00.
