HLTMPPy: Pass the logLevels to the configuration tree

Frank Winklmeier requested to merge fwinkl/HLTMPPU:fix_loglevel into cyildiz/AthenaMT

The logLevels were not passed to the configuration ptree and hence the OutputLevel was never set on the athena C++ side.
