Unset the TDAQ_IPC_PUBLISH_ENDPOINT variable in private proxy

Only the public proxy should publish a custom IOR if requested, the private proxy MUST not do this.

This needed in addition to the IPC merge request, because the private part of the gateway should not have any non-standard published endpoint
