Next round of ProcessManager patches
Tries to fix the EOS execution problem. Adds some additional checks that the session leaders entry in /proc does exist. Fixes some cross-compilation issue with finding libkeyutils.
@avolio these are the next changes I would propose for nightly. If it solves the EOS issue we can think about backporting to tdaq-09-04-00.
