fixed a small-beam-time bug

During some weeks when there were (stable) beam times smaller than one hour, the weekly plot could link the adjacent beam periods to these which would make the efficiency being drawn incorrectly. I fixed it by changing the way the beam times are divided into hours which now correctly takes into account the possibility where the beam time is less than an hour.
