Update of L1CtpFiles for ATLTTDB-43

Mark Stockton requested to merge L1CTPFiles-ATLTTDB-43 into master
  • Reverse sort order to speed up matches
  • Change loops to only load one set of CTP files at a time
  • Change order of comparison (CAM before LUT)

These changes have not yet been verified that they work as desired - assigning to Antoine to help with testing, or please advise the best way to test these changes.
