Changes for TriggerDB_RUN3 ATONR account

• Add authentication lookup at point 1
  • makes use of TDAQ_SETUP_POINT1 env variable
• start SMKs from 3000
  • prescales still start from 1
• schema v5 - can't store multiple LOBs under a single LOB_segname (cc @stelzer)
  • Following up with DBA on how to create multiple segment names and to then remove and re-insert the table and LOBs (will be next version)
• Updates to README:
  • Added extra DB aliases
  • Corrected account for schema creation
  • Added links to twiki documentation
  • Updates of release details and generation of files
• Updates to Menu2Prescales.py
  • @ballbroo spotted it no longer works in the latest version so minor updates to python3 and latest HLTPrescale format
  • Not really needed any longer, but is a simple example of iterating over/writing JSON files.

SMK 3000 has been created in the ATONR account and tested in a TDAQ partition. Once scripts are tagged and installed at point1 will provide instructions for others to run and upload at point1
