BunchGroup Generation

BunchGroup generation scripts as used in Run 3, from file or LHC ATR-20810

With updates for:

  • Change scripts for TriggerDB package usage
  • Add protection for name over 50 Chars (DB limit)
  • Add to readme for BunchGroup creation
  • Add summary printout of BGS content
  • Clearer reading from IS message
  • Improve dictionary names for code readability

Unrelated minor change Correction in schema patch (updateSchema_v5_to_v6.sql) to avoid invalidating indexes ATR-25804
