Run3 db access and CTP deadtime
As used in several TRs an Mweeks updates for the trigger panel to be able to read from the Run 3 DB and also to handle running in the TDAQ partition where there is no CTP (so can't find the deadtime configuration)
Needed also changes in TrigDb to read the schema value for Run3
Patch has been in use at point1 under: /sw/extras/sw_tmp/current/hlt/TriggerPanelRun3/
