change schema to implement ADHI-3357 feature request: replace two single value attributes of ResourcesInfoSetectorConfig class defining MIX and MAX identifies by single multi-value attribute

Patch for ADHI-3305: if there is no partition and segment default hosts, the host of the application is defined explicitly and the local host is not described in database, the algorithm throws unexpected exception.
