Disable tests if neither CI_JOB_TOKEN nor DBE_ROOT are set.

Tests for dbe fail consistently in offline builds and are a pain in manual builds as they assume they can access the protected OKS gitlab repos. This change requires the developer to set DBE_ROOT explicitly, or tests are disabled.
