The Geneve and local time are now correctly applied when saving messages and to the spinner time in the search criteria. The time zone is now added to the time format. The time stamp for chained message is taken from the root message time stamp since prior to tdaq-03-00-00 the chained message time stamp was local instead of utc. The documentation has been updated.

The ERS provides UTC time so the ls does no longer need to compensate for this.

The CORAL condition string for the user name is "USER_NAME like: user". This seems to disable the ORACLE table indexing. The condition string is now "USER_NAME =: user".
