Prepare for gcc 10.

Reiner Hauser requested to merge gcc10 into tdaq-99-00-00

Use gcc10 only in dev4 builds until LCG_98 is out.

Disable gcc 9 builds.

Needs latest cmake_tdaq to find the proper compiler.
