control auto-retrieval of ToolHandles via Property

Charles Leggett requested to merge leggett/AtlasGaudi:dev/AlgToolNoAutoRet into atlas/v30r1

add Property AutoRetrieveTools to Algorithms and AlgTools to control automatic retrieval of ToolHandles at the end of initialize. Private AlgTools will inherit the configuration of their parent. Currently set to false.
