Extensions to allow EventIDRanges that limited by both time-stamps and run/LB pairs. See also ATEAM-485. This MR complements @ssnyder MR https://gitlab.cern.ch/atlas/athenaprivate1/merge_requests/16662 and is a necessary for athena!20002 (merged)
