LCG_95 Update, atlas/v27r1 branch (2019.05.08.)

This is a bit weird of an MR. With athena!22727 (merged) I'd like to update the 21.2 analysis releases to start using LCG_95. But since 21.2 still uses v27r1 tags of Gaudi, I had to backport some of the LCG_95 updates from Gaudi master into this branch. (I don't want to hassle with possibly upgrading 21.2 to a new major version of Gaudi. I don't want to perturb the derivation release with that.)

I believe these changes are pretty safe, let's hope you agree as well. 😉
