GMR 207: optionally import C++GSL and Range-v3 (header) libraries
apply Gaudi Merge Request 207: gaudi/Gaudi!207 (merged)
If requested, download and install in Gaudi InstallArea the headers only libraries
- C++GSL (fixes GAUDI-1265)
- range-v3 (fixes GAUDI-1266)
CMake options can be used to chose to/not to embed those libraries and use system (or LCG) provided versions.
