Update Python version to 3.11
For long term usefulness it is generally advisable to be pushing CPython to the latest releases that supports the required wheels for tools like scipy
and numpy
. At the moment the CPython version used is Python 3.10, though Python 3.11 has been out for over a year now (and the Scientific Python ecosystem now is building wheels against CPython release candidates and so that's never a problem now).

Are there any of the C++ ecosystem tools that interface with Python that can't support Python 3.11 as of now? If not, I would strongly recommend updating.
