AthenaMonitoring: Fix regression introduced with IOptionSvc migration · e110133b

Fix change in behavior introduced with the IOptionSvc migration (!36281).
The previous code was not emitting an ERROR messages if properties could not be
read/set during initialize.

Fixes ATR-22095.
