Initial version of metadata reading code for MC Overlay jobs · 5320ce93

This commit allows the MC Overlay job to pick up the run number used
to produce the pre-mixed RDO input file (currently we assume a single
run number for the whole job) and override the run number for the overlay
job to match this.
