Migrate the partial event building configuration to CA. No changes to
the final job configuration have been observed (apart from some changes
in the order of sub-detector lists).

To avoid the temporary construction of tools in `isRoIBasedPEB` store
the static vs RoI-based PEB information directly in
`EventBuildingInfo.py` and improve the unit test to flag any
inconsistencies.
