LArConditionsCommon: Don't fail if Digitization doesn't exist.

Don't fail configuration if the Digitization package doesn't exist.
Helps with testing in partial builds.
(This is a conditions package and that is simulation, so we really
shouldn't be depending on that in the first place.)
