Allow the display of Python dependencies between packages. Requires
the additional `packages.py.dot` file.

Online-specific tests have been converted to ART and are kept in the
RecExOnline package.

Add `apydep.py` script that can be used to extract python dependencies
between packages and store them in a DOT graph. This is analogous to the
graphviz output of cmake.

In release building mode, run the script on the current source tree and
install the resulting `packages.py.dot`

updates of q221 TCT tests to use  PixMapOverlay-SIM-MC16-000-03 with OFLCOND-MC16-SDR-25 condistions tag. Fix discussed in ATLASRECTS-5014 and this MR 38486.

Delete the obsolete `Reconstruction/RecExample/RecExCommission` package.
Also delete files in other packages that are related and obsolete. The
`rec.Commissioning` flag remains as that seems to be set to `True` in
various places. Even for those cases, there should be no change in job
configuration.

Move only remaining `MinimalCommissioningSetup.py` to RecExCond package.

Partially addresses ATEAM-677

Cleanup includes:
 * Removing legacy scripts
 * Moving AthenaMP_EventService.py over to AthenaMP/python
 * Fixing CMakeLists.txt and a few client scripts

1. Dropped the ReloadProxies incident. This incident was triggering condition callbacks
in hybrid workers just after fork, which was immediately resulting in crash.

In this commit we made public the member of EventStreamInfo_p1.h
to allow the extraction of the metadata values

Tracks passing a selection designed to identify photon conversions were
given a shortcut through the ambi for a small efficiency gain. This had
the unwanted side-effect of allowing electron brem tracks (mostly in the
forward direction) to have incorrect hits and overshare IBL hits
lowering the EM LH identification rate.

Simple fix - remove short cut
Impact on digest - 3 tracks over 3 events

update master_q431_AOD_digest to account for differences due to correct errors in PV position in data

Hello,

This MR is simply migrating the "ExtrapolatedStauTrackParticles" and "CombinedStauTrackParticles" containers from the tau category to the muon category.
"Staus" is currently under muons, so I assume that's a fair thing to do, these collections are not produced by tau reconstruction.
Unfortunately these are small collections, so we do not transfer much disk footprint :-)

reorganise to use old intersection within pattern and switch to new logic after obtaining the final candidate

Fixed detectAthenaMPProcs() and detectAthenaMTThreads() so that they perform
--athenaopts checks only for the current substep. If MPMT mode is detected
for the BSRDOtoRAW substep, then the job is not aborted.

Addresses: ATR-21933

Fill in the project_name entry when we're peeking in a BS file.
Needed for the new btagging configuration to work with run1 files.

The previous commit changes the output of q221 and q431 jobs, and the
reference outputs must be updated to reflect this.
