TriggerMenuMT: update electron track iso WPs

Hello,

This MR updates the HLT electron track isolation WP for the [ivarloose, ivarmedium, ivartight] selections from [0.15, 0.065, 0.06] to [0.055, 0.05, 0.042].
These values were studied in Zee MC (ATR-31237) and EB data (ATR-31271).
They provide a slight rate reduction, and the inefficiency is rather small.
The new values are deployed online since run 498067.

Running CI tests locally, we don't seem to see trigger count changes, but on larger stats this is expected, so I'm adding the label manually.

These cuts may be revisited later this year.

This MR is adding a flag to control HLT electron track isolation WPs in validation mode, so that values can be set in a preExec instead of being hardcoded (ATR-31237).

Menu clean-up (ATR-27318, ATR-31122, ATR-31143, ATR-31247, ATR-31219)

The TrackSelectionTool was not actually being instantiated, so all
properties set (on the handle) got lost.

The `CTPUnpackingTool` was not actually instantiated meaning that the
`UseTBPBits` setting was being ignored.
