Removing Atlantis, as this is not part of Athena

Since we don't build Atlantis as part of athena, and it is now hosted on https://gitlab.cern.ch/atlas/atlantis, it doesn't really belong in this repository.

I'd like to get the standalone repository for Atlantis sorted out first, even if this change only affects the current master branch, not from the entire history: see https://its.cern.ch/jira/projects/AA/issues/AA-1

Hi @bwaugh - any news on this?

Since this is just removing it from the tip of master and so all of the history is still accessible, I don't think there's a lot of justification for waiting much longer. I plan to unWIP this next week, unless there are well-founded objections.
