Draft: WIP: Changes to make LArG4BirksLaw more configurable (ATLASSIM-3498)

These changes are required to make the LArG4BirksLaw class more configurable for systematic samples for Magnetic Monopole and HECO analyses. The default behaviour should be unchanged See ATLASSIM-3498 for more information.
