Add to TrigT1CaloFexSim the ability to make jFex jets through reading in a text file list of towers to be used for each jet and seed, currently stored in the new JetTowerLists/. Also includes the scripts needed to make and examine these text files, in the new utils/ directory.

Also includes some changes to configurations, especially noise cuts, to make them more transparent (ckaldero/athena@2e751990). These affect gFex jets too.
