TauAnalysisTools: Boosted di-tau energy scale uncertainties

This MR adds a new tool (DiTauSmearingTool) which delivers energy scale uncertainties for boosted di-tau objects. The implementation is very close to the corresponding tool for standard single taus (TauSmearingTool). The recommendations for single taus have not changed.
