LArCondUtils: dropped references to EventInfo and moved headers to src. Also patched two client packages

I cleaned up LArCondUtils from the references to the old EventInfo. While I was doing that I noticed that this is a component-only package. So, I moved all of its headers over to src and, subsequently, patched two client packages.
