Changed permissions for m16e TCT test

Merged John Kenneth Anders requested to merge janders/athena:fix_Broken_TCT into 21.0

The MR (!20519 (merged)) to introduce the updated Reco TCT test didn't have the correct permissions to run in ART. This MR adds the correct permissions.
