First EsdtoEsd BTagging JO with new config

A "monolithic" JO has been created to read a reco ESD and write a small ESD with input and output BTagging containers. For the moment, only IP2D, IP3D and RNNIP are running.

I created a bunch of config files for the classes used in those taggers.

I had to update AtlasExtrapolatorConfig to get rid of ToolSvc. It was crashing my JO. Now addPublicTool is used. Adding @wlampl and @emoyse for info.

I also tried to setup TrackingGeometry with AtlasTrackingGeometrySvcConfig but got strange behavior. I gave up.

I made the Extrapolator private in Reco::TrackToVertex.
