Externals Update, 21.2 branch (2019.01.30.)

Updated all projects to use atlasexternals-1.0.47. This is mainly to fix build issues in the analysis releases on Ubuntu and macOS.

  • Introduced ways of ignoring certain system directories during the build. Mainly in order to suppress the MacPorts directories on macOS if they are present.
  • Made updates to the Davix and ROOT builds to make them more robust on all platforms that we build the analysis releases on.
  • Fixed an issue in the Reflex dictionary building code to make it work correctly once again on macOS.

The updates should not affect the build of AthDerivation, only that of the analysis releases. (Unless I messed something up. ☹)
