xAODTracking should pass the ATLAS_CHECK_THREAD_SAFETY

Christos Anastopoulos requested to merge ATLAS-EGamma/athena:xAODTracking_THREAD_SAFETY_CHECKER into master

For the "lazy" caclulated NeutralPerigee parameter use CachedValue, exactly as was done for the TrackParticle by @schaffer

This should finish the 1st round xAOD TrackParticle,CaloEvent,Egamma, Muon MT safety checks / fixed . Mentioning @ssnyder ,@goetz ,@emoyse ,@amorley
