SensorSim3DTool: Add radiation damage effects in PixelRadDamDigitization to Athena 21.9
Add radiation damage effects for the 3D pixel sensors in the PixelRadDamDigitization package The previous version was a temporary placeholder copied over from PixelDigitization This should not affect the default behaviour of the digitizer
A similar merge was performed for athena 21.0 (https://gitlab.cern.ch/atlas/athenaprivate1/merge_requests/16419); this new code has the same functionality, but is for athena 21.9
