JFex jets bugfixes and debug additions

Will Kalderon requested to merge ckaldero/athena:21.3-L1Calo-jFexJets-JetConfiguration into 21.3

Some bugfixes to jFex jet writing, making behaviour more consistent between round jets and jets from map. Also add debug printouts and options to save seed and local max collections to the AOD output for debugging purposes.
