Externals Update, 21.6 branch (2019.02.07.)

Updated all projects to atlasexternals-1.0.48 and Gaudi-v27r1.019.

This is a close sibling of !20940 (merged) and !20937 (merged), hopefully it will be just as successful...

The update to Gaudi is just to make sure that all projects are set up to use the same version. As previously some were using 018, while others were using 019.
