Externals version update to 1.0.48 in the 21.1 branch

Taking the risk of doing this huge version update:
atlasexternals@1.0.34...1.0.48
in order to prevent issues reported in ATLINFR-2911.

Hopefully this should not affect the trigger too much, because we keep the LCG version fixed in AthenaP1 (currently 87). Worst case, if it does affect trigger, we can revert this MR and seek other solutions (like making a special tag with just the package location fix).
