Decisions Attribute List step 1

Jack Cranshaw requested to merge cranshaw/athena:decisions_attributelist into master

Add option to write streaming decisions from DecisionSvc into the output file. This uses the DecisionSvc and the EndEvent, so it only works for serial athena so far. It is off by default, but the feature has been included in AthenaPoolMultiTest
