Remove const_cast in BTagTool

Remove const_cast in BTagTool. All tagJet interfaces modified. ExKtbb tagger is not thread safe, and not used at reco level. Tagger code not compiled. Code cleaning also done Remove one mutable variable in JetBTaggerTool
