fix photon supercluster building when seed is "isCrackRecovered"
There is nothing that prevents seeds that are recovered from the crack using the special selection. However, currently only other "isCrackRecovered" satellites are considered for adding, not regular clusters. With this minor change, all unused clusters would be considered.
