Adapt HLT packages to new hltinterface

Rafal Bielski requested to merge rbielski/athena:hltinterface-update-tdaq-08-01-02 into master

The move of athena/master to tdaq-08-01-02 in !21077 (merged) has brought in the new hltinterface. The HLT packages were disabled in !21077 (merged) to avoid too many changes in one MR. This follow-up MR adapts the HLT packages to the new hltinterface and re-enables them in the build.
