SlurmDriver: Make partition setting optional.

Turns out that --partition is not a required setting for all Slurm sites. For example, NERSC has changed to using --qos to specify the queue and the --partition argument no longer exists.

This commit has SlurmDriver only add the argument if it is non-empty.
