Update track biasing with new 2018 alignment maps

This MR updates the InDetTrackBiasingTool to include new alignment maps for 2018. It also includes a minor (unrelated) adjustment to the InDetTrackSmearingTool for using an already existing member variable (m_firstTime, inherited from InDetTrackSystematicsTool) instead of defining a new variable firstTime.
