This is a cherry pick from https://gitlab.cern.ch/atlas/athenaprivate1/merge_requests/8495 and https://gitlab.cern.ch/atlas/athenaprivate1/merge_requests/11843 (minus the changes to DerivationFramework). These changes add generalized energy correlation tools for use in JSS studies and potentially for taggers. Additionally, the deprecated note about rescaling the L series ratios is removed.
