Small fixes for VP1 "batch" mode
This fixes the env variable initialization at VP1 startup. Currently, the "random config" mode is always true, even if the user did not set it.
This is a small change on top of the !20905 (merged) , which has already been merged.
This MR further fixes ATLASVPONE-183 and ATLASVPONE-181.
