JetSubStructureMomentTools: cherry-picking several updates
This cherry picks changes from https://gitlab.cern.ch/atlas/athenaprivate1/merge_requests/15630, https://gitlab.cern.ch/atlas/athenaprivate1/merge_requests/15999, and !20972 (merged). In summary, these changes enable the calculation of jet substructure moments from associated IParticle objects and add Tau42 NSubjettiness ratios. Additionally, some code clean up has been performed removing commented out code, unnecessary/problematic using namespace directives, and unnecessary includes. Finally, the copyright statements in the affected files have been updates.
