JetSubStructureMomentTools: add flags to generalized ecf tools
Flags are added to EnergyCorrelatorGeneralizedTool to turn off the calculation of N3 and the L series ratios by default. The 461 is removed altogether because it is not used in any ratio calculations. EnergyCorrelatorGeneralizedRatiosTool has been updated to set the ratios to -999 if the correlators are < 1e-8. A few additional changes are made including removing unnecessary headers and directives.
