Closes ATR-19377. This MR address a request for the implementation of a new L1Topo algorithm to be used in Run 3. The Jira ticket is here https://its.cern.ch/jira/browse/ATR-19377. The algorithm is a combination of two pre-existing one, DeltaRSqrIncl2 and InvariantMassInclusive2. Adding for info menu experts @jmontejo @aranzazu @astruebi and interested L1topo sim experts @iriu @cmorenom.
