Move bootstrap test from AthenaConfiguration to AthenaCommon
Hi,
After !20168 (merged) went in, the bootstrap test started failing because the AthOutSeq had moved.
Since the strongest (only?) dependence on bootstrap content is from AthenaCommon, makes sense to move it there.
