Fix a bug of SCT_ConfigurationCondData (ATLASRECTS-4839)

Fix a bug of SCT_ConfigurationCondData mentioned in https://its.cern.ch/jira/browse/ATLASRECTS-4839 by stopping taking OR with default value.

RunTier0Tests.py was fine. RunTier0Tests.log
